Couldn't buy this in Tesco's or Waitrose so bought Barts instead. It looks like dried lemon grass - can anyone tell me if this is what the Blue Dragon is like?

I've never come across the Blue Dragon brand but like you, I've bought the dried lemon grass (Tesco's Ingredients)- they are an ok substitute for the Blue Dragon one.

Just to mention, fresh lemon grass freezes really well. We always keep some in the freezer and defrost it when we need it.
